By 2030, the green transformation of economic and social development will be effective, the energy utilization efficiency of key energy-consuming industries will reach the international level, and the carbon dioxide emissions will reach a peak and achieve stable and moderate decline; A carbon energy system will be established, the energy utilization efficiency will reach the international level, and the proportion of non-fossil energy consumption will reach over 80%.

The opinion also proposes to actively develop green finance, promote the development of green and low-carbon financial products and services in an orderly manner, establish a monetary policy tool for carbon emission reduction, incorporate green credit into the macro-prudential assessment framework; support eligible companies for listing financing and refinancing for use in Construction and operation of green and low-carbon projects to expand the scale of green bonds.

Strictly control the installed capacity of coal-fired power plants and speed up the energy-saving upgrade and flexibility transformation of existing coal-fired power plants

Strictly control the consumption of fossil energy.
